Report: Driver Impaired In Fatal Crash

PHOENIX -- Court records show a man involved in a fatal rollover was driving impaired and at 100 mph over the posted speed limit.The Maricopa County Attorney's Office on Wednesday filed charges against Willie D. Stevens, 33, for his alleged role in the death of Felicia Hernandez in Sunday's crash into a Buckeye canal.The crashed closed MC 85 for several hours, according to the Maricopa County Department of Transportation.Stevens is facing one count of second-degree murder, aggravated assault and endangerment.Authorities said he was driving a car with three female passengers when he said he wanted to see how fast the car would go.Although the car was traveling through a construction zone with a posted speed limit of 25 mph, one of the women told police the speedometer read 125 mph just before the crash into the canal.Authorities said two of the women were able to get out, but Hernandez was restrained by a seat belt and couldn't free herself. She was later pronounced dead at West Valley Hospital.A hospital analysis showed Stevens had a blood-alcohol level above the state's legal limit and tested positive for drugs.
