Backpack suspect chanted 'Boston strong' beforehand

There were tense moments for the people of Boston on Tuesday night after someone left a suspicious package at the finish line of the Boston Marathon.

After a memorial for the victims, police said a man showed up with a backpack and turned a time of solidarity into panic.

It happened on the one-year mark of last year's bombings.

"He was yelling ‘Boston strong, Boston strong!' and put a backpack in the middle of the street," said one eyewitness.

Police said a bomb squad destroyed the item.

Kevin Edson, 25, was arrested and scheduled to be arraigned Wednesday. He was charged with a number of crimes, including possession of a hoax device, disorderly conduct and disturbing the peace.

Sources said Edson had a rice cooker in the backpack that was filled with confetti. He was walking around barefoot and had a black veil over his head.

They were also investigating a second backpack they destroyed at the scene.

The incidents happened at the tail end of a remembrance ceremony that was attended by Vice President Joe Biden.

"We are Boston, we are America. We respond," Biden said.

Church bells followed a moment of silence.

The city has turned to the 2014 marathon, which was set for Monday. City officials said security cameras and new regulations from the Boston Athletic Association were put in place to help keep people safe.
