PHOENIX (AP) -

Two Arizona Legislative leaders confirm that Gov. Jan Brewer is threatening to veto a state budget if it contains changes the Senate has now adopted.

House Speaker Andy Tobin and Senate Majority Leader John McComish said Tuesday that the threat was issued early in the day.

That didn't stop Senate President Andy Biggs from making changes to the budget package that led to the threat and setting votes.

The $9.21 billion budget bill passed on a party-line vote early in the afternoon and now returns to the House

All three men are Republicans.

Brewer's spokesman would not confirm an explicit veto threat. But Andrew Wilder says she's especially concerned about changes to charter school and university funding and to a legislative commitment to revisit child welfare funding.
