WASHINGTON, D.C. (WSHM) -

U.S. Rep. Richard Neal says he is "skeptical" about whether the United States should use military force in Syria.

"I haven't heard much at the moment that would convince me this is the right path," Neal said.

The Russians have proposed Syria turn its chemical weapons over to the international community.

"I think the Russian proposal on merit, perhaps, could go a long way toward calming the intense atmosphere which we find ourselves," Neal said, "not to take the position here that all of a sudden that's going to be the panacea."

Neal attended a briefing on Syria with the president's chief of staff on Tuesday.

The president will lay out his plan to the nation on Tuesday at 9 p.m. His address will air live on CBS 3 Springfield.
