We have uncovered new details about the community service scandal involving Chris Brown.
L.A. prosecutors allege there is no credible evidence the Grammy winner completed six months of community labor in Central Virginia --- for assaulting Rihanna.
There are also allegations the singer got special treatment. A retired Richmond police captain who is friends with Brown's mother and hooked him up with Richmond's police chief, is speaking out.
The Tappahannock Children's Center is now at the center of the scandal. Brown was said to have completed more than 500 hours at the day care. We tracked down the director.
"I'm just saying he was not here during business hours," said director Carol Fink. "(And you never saw him?) I have never seen him."
Court documents suggest a stipulation of working at the center was Brown had to complete his community service when children were not present. His mom, Joyce Hawkins, is reportedly a former director at the center. Court documents suggest she still had a key to the building and provided Brown access to the center.
Probation Officer Eric Covington with the Virginia Department of Corrections deemed the whole arrangement "extremely unusual."
Richmond Police Chief Bryan Norwood oversaw Brown's community service. A family friend and former captain in the Richmond Police Department introduced the Brown family to the Police Chief.
"These are rumors from officers that don't have a clue as to what they are talking about," said Adrianne Mclemore who calls Brown's mother a good friend. "It is the discretion of the police chief to do what he feels is necessary to make his deals and to do whatever it is he wanted to do. I have no control nor did I have any authority."
It is an intricate story. The family friend with connections to the police department says she got permission from the chief to give Brown's mother his number. It seems the department ultimately allowed Brown to work at his mom's old daycare where the so called director claims to be clueless about the hours worked.
"I have no idea," said Fink. "I know that at Christmas time we received gifts from Chris."
We did reach out to the Richmond Police Department.
"It would be inappropriate to comment on a matter before the court," said Gene Lepley who is Public Affairs Director for the Richmond Police Department.
