PHOENIX (CBS5) -

A new commercial isn't your typical political attack ad. The man who made it said it's designed to get a reaction and to remind voters about the Maricopa County Sheriff's Office botched sex crimes investigations.

The commercial shows a young, female actor playing a victim of a sex crime.

"We found a case that we thought would make a good ad," said creator Devin Fleenor.

Fleenor said the ad is based on an actual case MCSO failed to investigate, and he's not apologizing for its graphic message.

"If what I was saying was inaccurate or based on fallacy, I would feel bad, but I don't. It's all true," Fleenor said.

"It's really just shameless that this group would do this," said Chad Willems, who is with Arpaio's campaign.

Fleenor founded the group "People Against Sheriff Joe Arpaio" two years ago.  The idea for the ad came a couple months ago.  Fleenor said he knows it's hard to watch, but that he made it like that on purpose.

"If you're going to make an ad about victims of sexual assault or sexual abuse, then it should be uncomfortable. It should be hard to watch," he said.

Fleenor isn't working for any particular candidate, but he said the political action committee "Citizens for Professional Law Enforcement" helped pay for the ad to make it onto TV.

It's an ad the sheriff's people hope will be ignored.

"The sheriff is proud of his record. He's proud of his 20 years in office and this is a cheap, disgusting shot and I think the voters are going to say, 'No thank you, I don't want that,'" Willems said.

The ad starts Thursday on television.
