PHOENIX (AP/CBS5) -

The campaign for "Yes on 204" - the Quality Education and Jobs Initiative - filed a complaint Friday with the Arizona Secretary of State against Treasurer Doug Ducey.

The group claims Ducey potentially violated the law by allegedly not reporting campaign donations.

Ann-Eve Pedersen, the chair of Quality Education and Jobs Supporting Prop 204, said if the "No on 204" Committee raised $100,000 or more Sept. 7, then it would have been required to file one or more notices within 24 hours of raising those funds. Pedersen said Ducey didn't file the papers until Sept. 18.

The Quality Education and Jobs Act sale-tax initiative proposes a penny-on-the-dollar increase to take effect in 2013 upon the expiration of a same-size temporary increase.

Revenue would be directed to education, transportation projects and programs for children. Initiative supporters say those programs, projects and services are under funded.

Opponents led by Ducey filed the papers in an opposition campaign. Ducey calls a tax increase burdensome and unnecessary.

No on Prop 204 campaign manager Gretchen Conger released the following statement in response to a complaint filed by Ann-Eve Pedersen:

"If there is any doubt as to why Americans are so turned off by politics, one only has to consider this bogus complaint filed by the big money special interests looking to preserve the education status quo in Arizona. The No New Taxes, No on Prop 204 committee has reported to the penny all funds raised to defeat Prop 204, which would saddle our state with the second highest sales tax rate in the entire country while doing nothing to improve student achievement. For a campaign that claims to be about children's education, this complaint is a colossal waste of time that has nothing to do with the real issues Arizona voters and working families care about."
