A Fountain Hills man was arrested on Monday on suspicion of exposing himself to a woman and her teenage daughter at a popular recreation site.
John Phillips, 82, was booked into jail on several public sexual indecency charges.
The 50-year-old woman said she was teaching her 14-year-old daughter how to drive and park at the Phon D Sutton Lower Salt River parking lot, according to a court document.
They said they saw Phillips standing by his vehicle in a black Speedo or thong, authorities said. Phillips walked down toward the river and as he came back, exposed himself, according to the court document.
Phillips drove off and the woman followed him to a parking lot at Bush Highway and Granite Reef, where police showed up and took Phillips into custody.
Phillips told police he was wearing a black jock strap but said he did not expose himself, the court document stated.
