Phoenix police stand-off comes to an end

Police arrested a 19-year-old man who they said led Arizona Department of Safety officers on a foot chase and then barricaded himself in an apartment complex near 34th Street and McDowell Road.

A DPS officer stopped Victor Mauricio Ruelas-Rodriguez on eastbound Interstate 10 near 12th Street for speeding Monday night. The officer tried to detain Ruelas-Rodriguez for not having an ID, but he struck the officer in the face and a foot pursuit ensued, police said.

The suspect ran across I-10 where he again fought with officers, police said. A DPS officer unsuccessfully tried to use a stun gun on the suspect, who then ran back across the freeway and into the surrounding neighborhood.

Ruelas-Rodriguez's mother told investigators he had barricaded himself in an apartment with a weapon.

Phoenix police and DPS officers set up a perimeter around the Santerra Apartments at 3434 E. McDowell Rd.

Police said four adults and two kids were in the apartment, but they were allowed to leave.

Officers used a surveillance robot and brought in a K-9 unit to help in the search.

Officers successfully took Ruelas-Rodriguez into custody, and said they believe he is in the U.S. illegally. He was booked into the Fourth Avenue jail on several felony charges.
