PHOENIX (CBS5) -
Sheriff Joe Arpaio gave certificates to 14 citizens who graduated from the second Sheriff's Citizen's Academy on Saturday.
The academy began in March 2012 to help citizens better understand how the department operates, a spokesperson said.
The participants spent about 21 hours in the academy and toured all the jails, learned to shoot, and learned about the laws of arrest, force, human smuggling and narcotics.
Arpaio said this experience allows citizens to give better feedback because they have a better understanding of how the office works.
