PHOENIX (CBS5) -

Attorney General Tom Horne has received consent judgement against two telemarketing companies in Arizona that falsely advertised services and did not register with the government properly.

The judgements secured more than $300,000 from Higher Impact and Web Exchange for restitution to victims, who are mostly senior citizens, and $350,000 in civil penalties, according to a representative.

The court ruled that Adien Pirtle and Stephanie N. Davis, who sold online advertising at Higher Impact, violated the Consumer Fraud Act by lying about how effective their service was and claiming consumers would generate more revenue.

The court also found that Stacia Best and Danett Brown from Global Web Exchange misrepresented the amount of commission that consumers would earn through their business. Best and Brown used phone calls to sell web-based advertising.

Horne's office said neither company registered with the Arizona secretary of state or maintained a bond with the Arizona Treasurer's Office.
