PHOENIX (CBS5) -

Arizona's attorney general could be in some hot water.

A complaint was filed with Arizona's secretary of state accusing Attorney General Tom Horne of illegal and unethical conduct.

The complaint was filed in February by a whistleblower who used to work for Horne and was released by the secretary of state's office on Monday.

The complaint alleges Horne illegally worked with a group that spent more than a half a million dollars against his 2010 democratic opponent. It also states Horne's brother-in-law contributed $115,000 to the same group. The complaint also said Horne hired that group's chair in a highly paid position as soon as he was sworn into office.

There are reports Horne is being investigated by the FBI. The FBI told CBS-5 News they can't confirm or deny that they're looking into it.

Horne addressed the allegations Monday afternoon, saying the man who wrote the complaint is lying.

"All we have here are false charges by a disgruntled employee who was about to be fired.  That's all we have here," Horne said.

Horne said he has not been contacted by the FBI or any other agency about these allegations.
