PHOENIX (AP) -

Two Phoenix-area businessmen and a former San Diego attorney have been indicted for trying to defraud the Internal Revenue Service.

Prosecutors announced Monday that Stephen M. Kerr, Michael Quiel and ex-attorney Christopher M. Rusch were charged in Phoenix with allegedly concealing millions of dollars in assets in numerous secret Swiss bank accounts.

Kerr and Quiel also were charged with filing false individual income tax returns for tax years 2007 and 2008 and failing to file reports of foreign bank and financial accounts for those same years.

Rusch was arrested Sunday by U.S. law enforcement agents in Miami after being removed from Panama. Quiel was arrested Sunday in the Phoenix metropolitan area.

Authorities didn't say when Kerr was taken into custody. It's unclear whether any of the three defendants have lawyers.
