PHOENIX (AP) -

The self-proclaimed toughest sheriff in America is testifying at a hearing for an ally who faces disciplinary action for the handling of failed corruption investigations.

The bluster that Maricopa County Sheriff Joe Arpaio is known for, however, wasn't on display as he testified at an attorney discipline hearing Tuesday for former county attorney Andrew Thomas.

Arpaio was subdued, saying he handed control of criminal cases against three public officials over to his top assistant. Arpaio says he recalled few details about the failed investigations.

The two officials and a judge claim the cases were trumped up.

Tuesday's testimony was the first time that Arpaio has been called into court to explain his role in the probes, though he has testified about the investigations in earlier depositions.
