Salvador Mendez Cardona, 39, is accused of operating a chop shop in the Phoenix area, one of the hottest spots for auto theft in the country.
Cardona is also charged with auto theft and trafficking stolen property.
After his arrest, Mendez Cardona refused to show up for court, according to authorities.
He has a tattoo on his right shoulder of two hearts and the name Marcela. He is 6 feet tall, weighs about 300 pounds, and has black hair with brown eyes.
