Police: Goudeau Arrest Could Spark Tips

PHOENIX -- Valley law enforcement agencies hope publicity surrounding a man arrested in connection with double sexual assaults once tied to the Baseline Killer could spark new tips.Police said the high profile arrest could generate a new wave of tips that could possibly link Mark Goudeau to more crimes or even another suspect.The 42-year-old construction worker was taken into custody Wednesday and accused of attacking two sisters, ages 21 and 24, in September 2005 while they were walking in a park at night. He was booked for investigation of aggravated assault, kidnapping, sexual abuse and sexual assault and was ordered held without bail.Police said forensic evidence tied him to the two crimes. "This suspect has been arrested for the sexual assault of two victims in one case only and is not connected to any of the other offenses in this series at this time," Police Chief Jack Harris said.According to the state Department of Corrections, Goudeau has convictions of three aggravated assaults in 1989 and armed robbery and kidnapping in 1990. He served 13 years on those convictions before being paroled in 2004, eight years before his sentence was to end.In 2004, Goudeau stood before the Arizona Board of Executive Clemency and swore that he was a reformed man.CBS 5 News obtained a tape of the hearing. In it, the clemenacy board said to Goudeau, "Tell this board why you are ready to go out in the public and that you would not be a risk to society if this board did grant your parole."""This offense happened 14 years ago," Goudeau said on the tape. "I was dumb, irresponsible. I wasn't thinking. I was influenced by drugs. I had no direction."He said blamed his problems on a weakness for cocaine -- an addition he said he beat while in prison."I didn't realize how many people I had hurt," Goudeau said, according to a tape from the hearing. "I'd love to talk to youths and tell them about this place before they make the same mistake I did."Over the years, Goudeau has been arrested repeatedly for assault, sex crimes and kidnapping.But when he tried to rob a Frys grocery store in 1990 while high on crack, he landed in prison."Since I've come to prison, I've realized how much I had lost and how many people I had hurt, " Goudeau told the board. "I had to wake up and take a real look at myself and change."After serving 13 years on a 22-year sentence, he ended up before the clemency board asking to be released. With his wife by his side, he pleaded his case."Mark is a good person," his wife told the board. "He's not the monster. I can vouch that if Mark were granted parole, you would never see him again. Never."In light of this week's arrest, clemency board chairman Duane Belcher Sr. said it's too soon to say whether the decision was a mistake."He still has to have his day in court," said Belcher, who was one of three members to vote to grant Goudeau parole in 2004.Police sources have told CBS 5 News investigators are seriously looking at him in a number of other Baseline rape cases.Investigators say they received a tip about Goudeau about a month ago and have been investigating him ever since. He was arrested after a traffic stop Wednesday night.Goudeau made an initial court appearance late Thursday morning. He's due back in court Sept. 15 for a preliminary hearing.He did not enter a plea, but his lawyer, Corwin Townsend, said he will plead not guilty at his next court appearance."He's doing fine under the circumstances," Townsend said of his client.In a news conference Thursday, Phoenix Police Chief Jack Harris said forensic evidence linked Goudeau to the double assault, but it was not the same evidence that had been used to link 11 other cases to the Baseline Killer investigation.CBS 5 went back through old records and found that the case in which Goudeau is charged took place on Sept. 20, 2005. A 21-year-old Hispanic woman and her 23-year-old sister were leaving a park when they were allegedly abducted and sexually assaulted. The 23-year-old woman was reportedly visibly pregnant, according to police.Harris said police first got Goudeau's name in mid-July through a tip from the public, but didn't identify him as a possible suspect in the sexual assault case until last Saturday. Goudeau was arrested around 5 p.m. Wednesday after a traffic stop near his home.Goudeau lived near 28th Street and Thomas Road, close to the area where most of the Baseline Killer attacks occurred.Hill said police had spoken to Goudeau prior to the arrest but noted police had talked to many people during the course of the investigation.CBS 5 News crews spoke with Goudeau's neighbors, who said he was clean-cut, well-spoken and polite. They said they had a hard time believing he could be connected to the Baseline Killer case.The Baseline Killer has been linked to 23 crimes in the Phoenix metropolitan area dating to August 2005, including the eight killings. The crimes include 11 sexual assaults of women and young girls.The most recent killing was that of 37-year-old Carmen Miranda, who was attacked at a car wash on June 29.Reports show the sexual assaults have ranged from fondling to rape. In many cases, victims had conversations with the man before they were attacked. He appears to always have a gun, and often threatens to shoot and kill victims.The Baseline Killer is also thought to wear disguises. He strikes quickly, in the dark, and generally targets people who are alone.According to reports previously released by the Phoenix Police Department, the Baseline Killer has sometimes asked for a ride and even said "thank you" after taking money.
