A Tempe couple wants to know if the man that victimized their teenage daughter will have to register as a sex offender.

In 2007, 40-year-old Jeffrey Collins was convicted on three counts of public sexual indecency to a minor.

A jury found that Collins fondled himself on three separate occasions in front of a 14-year-old girl. Collins was the girl's tae kwon do teacher and math tutor.

"She screams at night and she has bad nightmares. Sometimes I find her hiding in a corner in the house," said Cindy, the girl's mother. We are not disclosing the family's last name in order to protect the girl.

Collins spent two years in prison before being released a month ago.

Ever since, Cindy and David haven't been able to get a straight answer on whether or not Collins will have to register as a sex offender.

CBS 5 News was also given the runaround from multiple agencies on this subject.

Neither the Maricopa County Probation Office nor the Department of Public Safety could provide a definitive answer on whether or not Collins will be required to register as a sex offender.

"So right now people look on the Internet and see what sex offenders are in their community, he doesn't show up," said David.
