New City Manager Has Blemished Past

PHOENIX -- In 2006, David Cavazos received a week suspension from his job at the city of Phoenix for misusing taxpayer money.On Monday, he was awarded the highest non-elected position in the city.Mayor Phil Gordon and eight of the nine councilmembers voted for Cavazos. The lone dissenting vote came from Councilman Michael Johnson."I believe the public perception, the public trust and public confidence will be tainted by putting somebody at your top level position that has that type of discipline in their background," said Johnson.Johnson was referring to the 2006 city review which found that Cavazos, and other city employees, upgraded to first class flights while traveling on the city's dime.A subsequent report stated that Cavazos "showed a disregard for fiduciary responsibilities" and "set the tone that allowed subordinate staff to also inappropriately use city funds."After being named city manager, Cavazos ignored questions about the past."I'd have to defer to the council on that question, but right now I'm going to get around the room and I'll talk to you more about that later," said Cavazos.Some councilmembers said Cavazos deserved a second chance based on the positive things he has accomplished during his 22 years at the city."He was asked about that incident in his interview and he repeatedly said, 'I have learned from it and everything I've done since is in the highest ethical form,' and I believe him," said Councilwoman Thelda Williams.The council said they will put an ethics clause in Cavazos' contract, which means they could fire him if he misuses taxpayer money again.
