PHOENIX -- The man who police say victimized nine children was indicted on 21 charges Tuesday, the Maricopa County Attorney's Office announced Thursday morning.

The indictment alleges Robert Payan, 28, victimized nine children in seven separate incidents from May through July of this year. The children ranged in age from 10 to 17 years old, the county attorney's office said.

This indictment replaces the previous criminal complaint, which alleged Payan was involved in three incidents, authorities said.

"We are pleased to have the additional information that made these charges possible," said County Attorney Andrew Thomas.

Payan is being held without bond.
