Victim Identified In DPS Shooting

PHOENIX -- Police identified on Friday a man suspected in a liquor store holdup who was shot and critically wounded by an Arizona Department of Public Safety officer.Rene Starks, 52, remained in critical condition on Friday.A group of DPS officers was across the street from the Minute Liquor Store near 16th Street and University for training Thursday morning when someone stopped and said the store was being robbed.Initial reports indicated that approximately a dozen officers ran to the store as a man came out."They ordered him to drop the weapon and he didn't comply," said Lt. James Warriner of DPS. "There was some sort of threatening movement and one of our officers fired at the suspect, striking him in the stomach region."Authorities identified the officer as Raul Garcia, 32.Starks was taken to a hospital with what was described as life-threatening injuries.DPS said it has placed Garcia on administrative leave while it conducts an internal investigation.Another man, Rumen Kolankov, suffered minor injuries, police said."It seemed really bizarre to have a police station on one corner and the liquor store across the street being robbed," Warriner said.The Phoenix Police Department will conduct the criminal investigation.
