Man Connected To 3 Of 10 Cases, Officers Say

POSTED: 10:32 am MST July 28, 2008
UPDATED: 1:18 pm MST July 28, 2008

The man accused of several incidents of sexual assault and public indecency was denied bail at a hearing Monday, authorities said.

Robert Jessie Payan, 28, was arrested Sunday night at his central Phoenix apartment complex, police said. Payan, who works at a Circle K gas station, had been under surveillance since Wednesday, said Detective Reuben M. Gonzales.

Payan is accused of at least three of the 10 cases and 11 incidents recorded since January. Those cases occurred on May 7, June 11 and July 13, police said.

Police said victims in all three cases identified Payan in a photo lineup.

No picture or mugshot of Payan is available yet because photo lineups have not been complete and detectives don't want anything to jeopardize the case.

Detectives would also not say whether a sketch circulated by police looks like the man they arrested.

Payan was booked Sunday night on two counts public sexual indecency, one count of attempted molestation, one count of molestation, one count of sexual abuse, one count of kidnapping and one count of attempted kidnapping.

Payan was arrested in 2002 in Glendale on a charge of public sexual indecency.

The last case occurred July 22, when a man walked up to a 13-year-old girl in the 2300 block of Glenrosa Avenue and spoke with her. The man then ran to a car and drove out of the neighborhood.

Investigators had said the man posed an immediate threat to the safety of children in the community and Silent Witness posted a $1,000 reward for information leading to the arrest and prosecution of the attacker.

Police said the cases have been occurring in an area between N. 19th Ave. and Interstate 17, from W. Indian School Road to W. Camelback Road.

Payan's next court date is set for Aug. 4.
