Help Police Catch Wanted Sex Offenders

In February, viewer tips helped Phoenix police arrest two fugitives after CBS 5 featured five of the city's most wanted sex offenders on an evening newscast.

Once again, 5 Investigates has teamed up with Silent Witness and police across the Valley to find more fugitives with the help of CBS 5 viewers.

"It's absolutely critical to apprehend these people, get them out of our community, so your sons and children and your family can sleep a little safer at night," said Phoenix police Sgt. Mark Schweikert.

5 Investigates invited police from across the Valley to a groundbreaking meeting at CBS 5. Each department was asked to bring pictures of three of its most wanted sex offenders.

5 Investigates chose the Valley's five most wanted offenders, based on their crimes, the levels of violence and the likelihood of repeat offense.

Daniel Montoya maybe hiding in Phoenix with the help of his family. He is suspected of raping a 14-year-old girl he met on the Internet on a party chat line. Police say Montoya figured out where she lived and went to her Gilbert home, uninvited, on Dec. 26, 2006.

"While he was raping her upstairs, his buddy came in and stole computers, burglarized the house. They swapped, the buddy came in, they took off," said Gilbert police Sgt. Dave Meyer.

Charles Klaver's first victim in the late 1980s was a stranger. Six years later, he molested a juvenile relative. Mesa police said they worry he will attack again.

Convicted sex offenders are required to register their addresses with police. Klaver was convicted of failing to register, but was released with an electric monitoring device before sentencing.

"My understanding is he cut that device off and is currently on the streets somewhere," Mesa police Sgt. Al Moore said.

Daniel Robinson was featured on CBS 5 News in February as one of the city's most wanted sex offenders. Robinson was convicted as a teenager of gang-raping a 14-year-old girl over a period of 20 hours. He apologized in court but has continued to get in trouble ever since, with a record of drug and weapons violations.

"Being a gang member, he's a predator by nature," said Detective Brandon Powell of the Department of Public Safety.

Robinson is known for his distinctive green eyes and has been spotted in the area of 40th Street and Baseline Road.

"He's probably hiding in plain sight," Powell said.

In 1989, Richard Kelly met a woman at a bar and left with her.

"He took her to a deserted area, drug her out of the car, beat her up, sexually assaulted her. The victim thought she was left for dead," said Phoenix police Sgt. Barbara Francis.

Kelly has raped before in Washington and New York.

Officials were trying to have him civilly committed as a sexually violent predator in 2005 when Kelly escaped from the Arizona State Hospital.

"He needs to be caught," Francis said.

Phoenix police and U.S. marshals are looking for Kelly. He was last seen on national news, boarding up houses during Hurricane Katrina.

"We know he was in that part of the country. He may be back now, but he could be anywhere," said Matt Hershey of the U.S. Marshals Service.

Serge Arseneault has been wanted for six years. He was convicted of exposing himself to underage girls.

A few months ago, police were closing in on him in Fountain Hills when a 10-year-old girl reported something disturbing.

"A man came up and approached her and asked her to get into the car to help find his daughter. She was shown a picture of Mr. Arseneault and she said that it was him," said Detective Steve Svestka of DPS.

Arseneault is bald and wears glasses. He is usually on foot and is reportedly an avid smoker. He may be wearing sunglasses and a baseball hat to hide his face.

Police say sex offenders are among the most difficult fugitives to catch.

"They're a lot smarter than your average fugitive. They know that they're wanted. A lot of them have been on the run for quite a while. They know how to live as a fugitive," Svestka said.
