A man posing as an Immigration and Customs Enforcement agent threatened at least two women with deportation and forced them to take off their clothes, Phoenix police said.

A woman who identified herself only as Anna is an illegal immigrant and said she was targeted by the man.

Anna said the man drove up to her in a black Ford Expedition, flashed a badge, asked to see her documents and then followed her into her apartment.

"He said, 'I'm from immigration. You need to come with me.' I said, 'Why? I've done nothing,'" Anna said.

Police said the man handcuffed Anna and threatened to deport her.

"Then he took off the cuffs, led me to the bedroom, and that's when he told me to take off my clothes," Anna said.

Sex Crimes Detective Lorenzo Mares said the victims complied because they didn't know any better.

Investigators said the man has targeted at least two women. Both crimes occurred around lunchtime, near 28th Street and McDowell Road in September.

The man is described as white, 6 feet tall and 170 pounds. He is between 27 and 35 years old with light brown hair and blue eyes. He speaks poor Spanish but has learned how to say certain commands.

Police believe there are more victims too afraid to come forward.

"These women are very violated and very upset," Mares said.

Anyone with information is asked to call police.
